So how do I make it so when my iPhone is closed and the app is not present, it does not refresh. Right now HA said my phone is connected to wifi, when it is not.

The app can't guarantee it will have realtime information, iOS has some background opportunities to update sensors, which can be considered 15 minutes but can also take a little or way more time depending on what iOS considers the right moment.
