I will start setting up a new home automation with HA and some shelly.

My plan was to start with matter. And run HA on my raspberry4.
Do I need something like a Hub? Or does HA take that role?

Matter is just a standard which rides on top of WiFi or Thread, so it depends on which one you're wanting to use

is there a big difference? thread uses less power I guess.
I will have 14 shelly at the beginning and might add more later

I will add a camera as well. So this one needs wifi.
can i run the small devices over thread the camera with wifi?

Seems like there is no cheap thread boarder router available?

It all depends on your devices, and no you won’t be seeing any cameras with Thread it’s too low bandwidth

But the point is Matter ties them all together
