My zigbee network is going up and down like a yo-yo. Sometimes I can re-establish the Zigbee network by re-booting my HA computer. I have a boat load of zigbee devices and I would like to know if it is possible to transition all the Zigbee devices to a new controller or if I will end up having to re-pair all of the devices manually.
Any recommendations on a new controller that connects via wifi to the HA computer?

SLZB 06/06M. But don't use WiFi. Use ethernet.
btw, at least with ZHA, if you run the homeassistant.reload_config_entry action with your coordinator as target, it restarts your zigbee network without rebooting the entirety of HA
