#Persistent Notifications Android 15

Hi guys.
I've had a few notifications set up for a while now set as persistent notifications.
They worked great on my Motorola phone, I've changed my phone now to a Pixel on android 15 and the notifications still come through but for some reason they are only persistent on the lock screen.
When the phones unlocked I'm able to just swipe them away.
Anyone aware of any settings I might need to change.
