I want to control my non-smart lamp with Home assistant scenes. Could I somehow clone the RF/ir signal from the controller or the Bluetooth signal from the app with no external hardware besides my tablet with Bluetooth?

Does the lamp has the bluetooth connection?

There are some ways to catch the RF/IR signals, but unless you are willing to start from the scratch, it might be easier to just buy some smart lamps

If it has IR, you can get an IR blaster to learn and send those signals, like the Broadlink RM4 Pro

What app. Always search to see if there's a home assistant integration or a community developed one from hacs. Pretty much everything I've ever wanted to integrate has an integration out there

It is same as Tuya is manufacturing many smart devices which are then branded by different vendors for their own apps, but they all work with Tuya integration
