Nope kW measures instant power, not energy. You can create an integral helper sensor from it to measure kWh and add that

In Slovenia, the agency made a total mess with our electricity bill, so in addition to high and low tariffs, we now have blocks that differ depending on the hour.

this type of pricing is spreading everywhere and we don't have an easy way to handle it in HA. My advice would be to create a custom input or template sensor for the price and set its value with automations somehow

Norway and Netherlands have complicated pricing like this afaik but I think it's coming to the entire EU eventually

tbh pricing should depend on the maximum power as that determines a lot of the cost but utilities should also provide an API for this stuff
