this type of pricing is spreading everywhere and we don't have an easy way to handle it in HA. My advice would be to create a custom input or template sensor for the price and set its value with automations somehow

Norway and Netherlands have complicated pricing like this afaik but I think it's coming to the entire EU eventually

tbh pricing should depend on the maximum power as that determines a lot of the cost but utilities should also provide an API for this stuff
