Has anyone encountered home asistant cloud not being an available option? I'm up to date, have the default config in configuration.yaml and have rebooted.

Yep, I double checked that I'm signed in and connected. Even tried to sign out and back in.

This looks normal? Except for adding "Cloud" to the Name at the top?
The Home Assistant Cloud components are the TTS and the STT. The conversation agent is "Home Assistant". Does it work?
