I'm having a lot of inconsistency with Matter devices. All of these are 2nd generation Leviton devices. 9 dimmers, 6 switches, 5 plugs. Running a Ubiquiti UDM Pro SE with several downstream switches and 6 access points (5 x U7 Pro, 1 x U6 Pro). All of the devices, HAOS (bare metal), and AppleTV are all on the same VLAN. Before I started down the road of HA, I had everything paired and working with Apple Homkit through the AppleTV. I had to use a newer iPad to get everything to Pair, but once I did that everything paired in Homekit with zero issues using Matter pairing codes from the Leviton app.

The WiFi network is setup as a 2.4Ghz only network with no fast roaming. Ubiquiti has a checkbox for "Enhanced IoT Connectivity" which basically shuts everything off except 2.4Ghz / WPA2. Only two of the access points in the building are runing the IoT SSID (one U6 Pro and one U7 Pro).

All but 2 swithces are using the U6 access point. Last week, I was able to pair all but one of those devices without any issues by enabling Pairing mode in Apple Home on each device. I was able to do it over a web browser remotely. When I got to the last swtich attached to the U6 Pro, all progress came to a screeching halt. I couldn't get the last threee switches to pair no matter what I tried.

In the process of troubleshooting, I lost connection to a couple other existing ones as well. I was able to factory reset the problem children and pair them to HA as the only controler via Matter. Every one of them took 2 attempts. I am still having trouble with the two devices attached to the U7 Pro. No matter what I do, I cannot get them to pair to HA. I've tried enabling debug logs while pairing them but the debug logs aren't capturing ANYTHING relate to Matter.

I solved this. The problem was the Ubiquiti U7 Pro Access Point. I swapped it for an old AP-AC-Lite and everything lit up like a charm.
