#Can a Tasmota or ESP Home Dimmer control two different lights?

OK, here's my scenario. I have set of track lights in our Great Room (essentially a two car garage we converted into a living space). For several years now I've had a dimmer Z-Wave switch hooked up to them. But recently I installed some recessed lights in the room. The track lights are still there as well, as occasionally I might still want those on too. But 99% of the time I'm going to want just the Recessed smart lights on or off. These recessed lights have no physical switch. They always have power, I just use Home Assistant to turn them on and off.

Here's my question. Can I get a dimmer like this one (https://www.amazon.com/TASMOTA-Martin-Jerry-Trailing-Compatible/dp/B0CH7Q2923) and install it in place of the existing dimmer I have, but instead of controlling the lights it's hooked up to, the dimmer wheel would control the brightness of the recessed lights through an automation? Like, when I roll the wheel, I do NOT want it to actually change the level of power going to the track lights it would be connected to. I only want it to control the recessed lights. But I could still control the brightness of the track lights via Home Assistant.

Bonus points if I could do something like double tap the power button to switch to actually controlling the track lights, but that's not a big deal at all.

I ask because I've never used a Tasmota or ESP Home switch before. I have a couple Tasmota wall plugs but that's it. All my in-wall switches have always been Z-Wave, but it can't do what I want in this scenario, and I hear Tasmota and ESP Home are very configurable.
