if i send a shutdown sgnal it shuts off fine it just will not respond to anything so long as its running.
What hypervisor do you use?

its not running on ARM
Let me rephrase that. Which software do you use to run the VM and on which OS? VirtualBox is known to cause that, for example.
The hardware and VM settings might be good to know too.
i just haven't turned it on because it didn't throw an error when i tried, it's on a 10600KF

You should really enable virtualization support in the UEFI. Otherwise you're emulating which is extremely slow and can cause issues.
i just did that, will update in a week if ntohig nhappens
Windows also has a built in hypervisor, hyperv which may work better than vbox (haven't used Windows for virtualization in a long time )
just fyi for non-commercial purposes, you can use vmware workstation pro for free
