#NFC Tag integration only accessible via top-level Settings

So I went to add a new tag earlier this evening and I instinctively went to add it through the ‘Devices & services’ menu under Settings. It’s a rare occasion for me to add a new tag, so I was scratching my head when I couldn’t find the integration show up.

It took me wayyyy too long to “take my blinders off” and see the Tag menu at the top level of Settings 🤦‍♂️

I went so far as to look at the docs page on home-assistant.io/integrations/tag to confirm that it was named “Tags” and that I wasn’t going bonkers.

Not sure what came over me, but I got there eventually. But it got me thinking.

Trying to bundle all that up into a bit of an open question:
Why is the Tag integration not listed in the list of integrations (or listed when you go to add a new device)?
