Your HA server, the Voice PE's and the Phone should all be on the same local network, and not separate VLANs. There should be no restrictions on reaching the internet.

The bluetooth is used to set up WiFi and not for pairing like a bluetooth speaker. https://www.improv-wifi.com/

I am not even getting the initial bluetooth pairing to set the WiFi.

Have you restarted HA and then checked for the discovered device?

TBH, I am pretty sure this is a hardware thing. I am going to move the post.

do you have other esphome devices?

#

does the companion app have permission to use Bluetooth?

The companion app did not have permission to use Bluetooth. This should probably be captured in the provisioning docs.

I have a similar issue - I was able to connect it to my network, but on the dedicated IOT-Local VLAN - all my ESPHome Devices are on this VLAN without internet, but the server never sees the PE as an ESPHome device. I tried to reset it using the button, but the red ring never shows up, even after 30-40 seconds. Now I'm stuck in that I can't reset the device, but I also can't get it connected because it's not detected on the network. My server sees the device via the Unifi integration, but not ESP Integration. There was no mention of separate VLANs in the odcumentation, although with the PHone setup, using the QR code to load it on the phone while ALSO using the App to configure the device is not an ideal procedure.
