I thought if there was a dependency on a yet-to-be-released HA version, the plugin would not be offered as an upgrade.
I'm running 2025.1 - but this 'update' needs 2025.2 I really hate staring at the update notification....when it won't work.
Did this change? Or am I mistaken?

There's no addon or plugin there, it's just a HACS custom component

You are right - it's a HACS component. These never used to raise update notifications, but they do now. Likely suppression was never implemented.

My guess it that they want you to know that there's an update if you update HA, which is always encouraged

This changed with HACS 2.0
As far as I know it doesn't check that the version of HA you're running is compatible until you push the update button - you could open a feature request against HACS about that
