I understand that the conversation agent can fall back to local if cloud fails, but will HA gracefully fall back to Piper if HA Cloud TTS isn't available? I much prefer the voices in HA Cloud, but would still like it to work (where possible) if internet drops out.

There is no such functionality, but all TTS responses are cached locally by default. You will still get some responses from the VA when the internet drops
