I've encountered this issue twice now.
The Voice PE has a red-ring animating (reminds me of the old XBox red-ring-of-death.)
It doesn't seem to respond to commands.
A reboot resolves the issue ... until it happens again?
After the first incident occurred, the device has a working speaker, but doesn't acknowledge spoken commands. It processes the commands (just no audio text-to-speech response).

While I can see from looking at Unifi logs that the device roamed to a new AP, it didn't loose connectivity for more than the time it takes to roam.
Why is it going into an error state because of this?

My device is twinkling red when HA is inaccessible.

Yeah twinkling red doesn't necessarily mean disconnected from WiFi, it just means it can't communicate with home Assistant.

I also have a red ring whenever I talk to it. It used to be blue. However, everything seems to be working fine. Just don't know how to revert it to blue..

You can change the color by first holding the middle button and then rotating, or just change the color of the light entity on the device in HA
