Windows MiniPC, running a HA VM
Rpi hosting PiHole. and reasonably centrally located for this task..

I would like to expose what the Rpi's bluetooth radio sees to track in range devices to the HA VM over ethernet. Is such possible? I know it would take some server software on the Rpi and related client software on HA.

Ready for pain. I would not bother, the pi bluetooth range is very limited.
Make a couple of $5 BT Proxy ESPHome boards. https://esphome.io/projects/

This appears to fail the requirement of using the Rpi.

Specifically, the BT range of the PI is specifically very limited, just a few feet usually. Intentions for use are mouse, keyboard use right at the device. I have helped many cases of people trying to use it for BT device uses with HA when it is the server device in the immediate area and they are usually disappointing.
