hello, I have an electric cocktop and a shelly em clamp on its phase, when the cocktop is off the power measurement is always around -9W, but when I turn on and use it it will be correct measumerement. How can I make sure that the sensor is always 0W ehen it is turned off?

Generally you can't change the behavior of sensors, but you could always make a new sensor with a template that clamps the minimum to 0
