I have an older iPad laying around that I wanted to use as a dashboard but unfortunately it’s too old for the HA app. Is there another way to run an older version of the app or will I lose functionality? I mean, I just want to use it as a dashboard. Or is it better to buy a cheap android tablet for this?

That's the only way to do it. Cheap android tablet will be better.

Why can't you use the iPad's web browser and access the HA dashboard? You don't necessarily need the HA app; I don't have the HA app on my laptop and I do most of my work with HA in Firefox. Granted, you won't have access to sensors and whatnot but at least you'll be able to use the hardware that you already have. (Browse to your_HA_ip_address:8123)
The onn tablet mentioned above would be good enough, too. The 10.4" screen is the best thing about it; you don't really need much in terms or CPU, RAM, and storage since it would only be serving one purpose. At least it is brandname-ish compared to some of the other cheap tablets on Walmart's site.
Personally, I use Amazon Fire tablets (but they require tinkering to get them to work properly; Fire Toolbox) along with Fully Kiosk Browser. They're relatively cheap and frequently go on sale.
