Why wouldn't this one work? Its just a power supply. Generally you should be buying one that works for your lights
I don't have a Philips Hue hub
This is just a power supply for their bulbs/fixtures, there is nothing special with it

Yea in general the power supplies have no smart functionality, that's usually the feature of what's connected to them

There may be more specialized outdoor capable plugs but I'm not sure they would be rated for cold specifically (like from innr/ledvanced, not sure if either of them is tuya)

Yes generally, there are zigbee ones which are fine but it's generally not a good sign
