I have tried running HAOS in a virtual machine and have came across a whole lot of problems that I can't figure out how to fix and I think it would be more convenient for HA to have its own device, Is there any way to put it on a chromebook?

What problems?

The virtual machine goes unresponsive, And a bunch of other problems, Even if there weren't problems I would want to switch to something else because I have to leave my PC on all the time.

That could work on something like a old laptop?

Depends in your definition of old but sure.

Like an un-used laptop basically

With the recommended spec requirements for it.

For virtualization I'd recommend at least 2 cores and 4G, better 8G of memory.
For HAOS bare metal you need UEFI support.

Would it be better to run HA Core on a pc or virtualize it with HAOS like you recommended?

I do not recommend core unless in a container.

Alright

I recommend virtualization no matter what you choose. See link for reasons. Whether you put HA as a docker container in a debian VM or use HAOS in a VM depends on what you want out of it.
