I am looking to order a https://www.amazon.co.uk/Zigbee-Outlet-Monitoring-Function-Required/dp/B0CS6L6XQS and I want to place it in a position it will act as both a repeater and both a useful plug. The listing doesn't mention that it repeats at all. Is that a given or not always?

I'm actually in the process of switching to Z2MQTT because one of my sensors won't work with ZHA< and I only have like 3 devices
With Z2M there's a Device type column in the About tab for the device.
Since this is tuya I'm pretty sure it will act as router though.

Well Tuya is a whole chinese automation platform right?
They do all kinds of things but they also have WiFi and Zigbee hardware. You don't have to use their software/platform with zigbee devices if that's what you mean.
