The flow control function can be configured as ON and take effect when one port's Config of Speed/Duplex is Auto/1000MF and its Actual mode is 1000MF/100MF/10MF.

tried a factory reset to see if I can get it to be a dumb switch, and that hasn't helped either

Well, it's definitely been worked out to be the Hue Bridge being a pain
