Use a laptop and connect to the tp-link via wifi or ethernet.
after that go to http://192.168.1.1 (this should be the router's IP address)
you'll see a page - if you haven't changed the default credentials - it's admin / admin.

what is the IP of your home assistant - is it in 192.168.0.0/24 network ?
I don't have HA set up yet, I'm trying to get the Hue Bridge working with the network first
With the previous switch, it was able to get online and thus allow Google Assistant and the Hue app to control it
there's a difference between a switch and a router. they all have ethernet ports but the functions are different ...
google nest is connected to the Wi-Fi of the tp-link ?
TL-SG108E is the model, TP-LINK advertises it as a switch
Nest is connected to the WiFi of the main Sky router (as the TP-LINK doesn't have WiFi of its own)
got it... so it shouldn't act as a router (i.e. it shouldn't give its own IP addresses in a different network)

The flow control function can be configured as ON and take effect when one port's Config of Speed/Duplex is Auto/1000MF and its Actual mode is 1000MF/100MF/10MF.

same cable worked with the bridge on another switch makes that confusing but will try nonetheless

and see if it works
(at least you'd be able to exclude the cable from the equation)
if it works - then... this tp link is a total garbage that you should return and get your money back
