I have Home Assistant OS running in a VM on top of TrueNAS Scale. The VM has it's own dedicated NIC, which is physically plugged into a ubiquiti switch. When I tag the Home Assistant port to put it on my IOT network (as well as configuring my thread border router to be on the same network) matter over thread devices are unable to connect to home assistant. When both the thread border router and home assistant are on the default vlan, the devices are able to be added and function as expected. Is there any documentation anywhere regarding the networking requirements of this kind of setup?

You need to look into mDNS repeating across vlans. Warning: it is a horrible experience 99% of the time.
Also, make sure you have a completely functional IPV6 network on your IOT VLAN.
Connect your phone to the IoT VLAN, too. Or did you already try that?
It is simply unsupported - use a flat network OR make sure that all your IoT gear (INCLUDING ha itself) is on a dedicated (v)LAN
