Ask my devices have being exposed to Alexa for the past year. Suddenly they are all listed in the the Alexa devices as ‘server is unresponsive’. If I expose a new device Alexa will identify it, but will not let me control it.

I also can not use iOS shortcuts to call a service/action while on data for the last few days, so that must be related

Your server is where entities are being exposed to Alexa. There is not another. Have you rebooted your system (not a restart of HA) and then checked again?
