Configured according to https://www.home-assistant.io/cloud/

Running on home assistant green.
The cloud is connected according to UI, home-assistant.log (core) states "WARNING (MainThread) [hass_nabucasa.cloud_api] Fetched https://alexa-api.nabucasa.com/access_token (400) "
When turning off wifi I get "Unable to connect to Home Assisstant" in the Android Companion App, from the same device I can access HAOS with the remote access link.
Network settings: IPV4 and 6 automatic, Home Assistant Url: Cloud and Automatic, Network adapter: Auto configure

The companion app uses the same address to reach your HA server. If it is not connecting, then you should try explictly setting the address as the external URL to be used by the app. If you set it to "automatically use cloud", this is only detected when your companion app is on the same network as your HA server. It can't be configured when out and about without manually specifying the URL.
