i installed it through HACS but it tells me to:
1 Make sure, advanced mode is enabled in your user profile (click on your user name to get there)
2 Navigate to Configuration -> Lovelace Dashboards -> Resources Tab. Hit orange (+) icon
3 Enter URL /local/apexcharts-card.js and select type "JavaScript Module".
4 Restart Home Assistant.
i enabled advanced mode but i cant see step 2 anywhere

if you installed it through HACS you don't have to do any of that
adding it as a resource reference is only if you did a manual/CLI install as per step 2 in manual and the 2nd step 1 in CLI

its odd that i dont have those options though or does that not exist in the docker install?

It's Settings -> Dashboards -> 3 dots in the top right corner -> Resources -> Add Resource
Might open a PR to fix those instructions because this is the second time I've seen someone confused by that
