the sensor config is on top it is placed in "rest_command.yaml", the device "off" state is "unavailable" without attributes like ip

which does not make entities

So, post the configuration for the entity, post the output of the rest command when the device is off.

... You have a configuration for that device_tracker, it's from MQTT

You're also calling the rest command somewhere because it's producing that error
