When I send a tts message to whatever media device U have, no sounds come out.

hm, just tried it on my side and it worked, though I wa susing piper and not cloud tts.
May depend on the device, I sent it to my chromecast.

It heavily depends on device you're playing to. E.G. Alexa speakers require different service instead of tts.say.
