We can already do that, mostly. Both Android and iOS. You can send attachments (audio and video) with a notification and for custom sounds, you can upload your own files.

On Android, can you set different notifications to have different audio? The docs make it seem like it one sound for everything

That would probably be considered a security risk.
android uses channels, you have to use channels for notification sounds now. This has been android thing for almsot 10 years now.
while the app can provide sounds, attaching them to a channel is not user friendly because you can only set the sound the first time its created....the entire purpose of channels is to stop bad app behavior and let the user control it
