#Does a hue button action require the hue plugin with hue hub?

Hi, I have 2 philips hue buttons. They are the only hue devices I have. I used a usb zigbee sonoff to connect them to zigbee2mqtt and they appear in Home Assistant now. I can see the battery life. And I can see it as an action. I have not installed any hue plugin/integration.
I wanted to be able to have actions take place when I press a button but all the guides show the button action as a property (I think?) of something provided by the philips hue plugin.
But when I try to install that plugin it always requests the ip address of a hue hub and I can't get past that.

Is the hue plugin actually needed?
If it is needed, can the plugin talk to the buttons over zigbee2mqtt without the hub?

No, you don't need the plugin. You just need to trigger automations on the action entity.
