Yes, use the layout tab in the card details.

Same problem. Layout is not available in custom cards.

In cards that don't have a visual editor, that's correct. It's up to the card author to add Layout to their cards.

I don't recall if custom cards support layout, but that's an orthogonal question than if they support a visual editor

visual editor only is just a pretty interface around yaml, there's nothing it can do that can't be just added directly to the yaml
