Is there a way to use both CT clamps on all circuits in my load center while also using power strips, bulbs, and etc. that report power? I don't want anything to be double counted. Is it possible to assign a smart outlet to be "sub" to a circuit that's being monitored?

Not by itself, you would need to do those calculations yourself

You could do that with a template sensor subtracting the wattage measurements of the sub devices from the current total grid power, then feeding that into a Riemann integral sensor to calculate the energy.
