Im new to home assistant (us) and looking for something to monitor water usage. I would like something that maybe slightly dims the lights on and off when my children take a shower over a specified time.

I don't know of any hardware that can detect movement of water in a pipe but im sill researching.

Some of the solutions i've seen rely on monitoring the water meter but for my house the water meeter is outside of the house near the road so outside the ability to run wire or wifi/Bluetooth range

I think most people use humidity sensors in the bathroom for this

You can look into external ultrasonic water flow sensors.
Flume (magnetic at the meter) is also an option range is about 1000ft

Monitoring ongoing, real-time water flow may not be the most efficient (or cost effective) way to keep the kids in check. Your water flow is a constant GPM. You could use a 5 gallon bucket to check your GPM and adjust the time to determine the desired usage for your automation. I use time-based notifications. I have mine set up that when the wall switch (Zooz) for the shower light (Philips Hue downlight) is switched on, it starts a countdown timer. The light initially comes on at daylight color temperature. At the 5-minute mark, the light changes to Green for one minute and then changes to Red for an additional minute before turning off. This allows us to know how much longer we have left. LMK If you have any questions about my setup or if I can help you get yours going.
