Zigbee Network Seems Capped

As extra info for anyone coming into the thread: I did not mention that I have put Zigbee into full panic mode twice by keeping the dongle offline - generally just an hour or two, but not yet for longer. My understanding is that an hour is more than enough for the devices to panic, but perhaps that understanding is incorrect (based upon multiple sources that say 30 minutes is likely enough)
