DHCP is not a good idea for PVE. For the host node that is.
i used because i already had a static ip for proxmox

The issue is that the GUI does not support it and overwrites it and the services will freak out if the ip is not in /etc/hosts.

You said you run PVE as a VM. Which software do you use to run that VM?

I'm afraid I can't help you with that as I never used it but you can check with dhclient -v if you can get a lease. I'd check with a different VM though. Debian for example.

The main issue is that you have no ip assigned so DHCP likely isn't working.

its because i received $300 dolars from google to test the features of google cloud
by being in the google developer program

i dont have another device that could run proxmox
You can get used office machines for 50 or so. Depends on your location.
the prblem is i dont live in the us or canada
electronics where i live is pretty expensive
Some people use old laptops as well. I even saw people use a phone but I strongly recommend against that.
