Did you manage to install the hue motion sensor without using the hub? I am considering the same thing and looking for the answer to the similar question.

You can use a Zigbee coordinator. You do not need a Hue hub at all.

Is hue sensor the gold standard for presense sensor?

For presence? No. But for standard motion detection using PIR, yes.

I am primarily installing it in kids room to see if they are sleep/moving during sleep/etc.

Hmmmm a mmWave sensor would be good for that. A PIR motion sensor requires motion. A mmWave sensor detects presence. So, I have one setup behind my headboard and knows when I’m in bed, even if I’m completely still.
