ok, let's start from the top.
VLC -> File -> Open Network -> rtsp://192.168.204.19/Streaming/Channels/101
(no auth info, and no need for port since you're using the default one).
Does VLC ask for a username and password?
yes default port, tried with adn with port on 2 different computers just to be sure adn same result
no username and password

Correction. looks like i have another problem when it comes to troubleshooting. I just tested on Windows version of VLC and i get prompted for username/password. I just tried the defualt admin and the account i created, copying and pasting password in and it dosnt' like that
so next lesson learned, don't use ubuntu version of VLC when troubleshooting camera issues
I would suspect a networking problem before suspecing VLC here
In any case, it sounds like something's wrong with the credentials you're using.
Hikvision cameras have a default ipban after several failed attempts, so maybe try disabling that and see if it helps?
I already disabled the ipban and i can telnet to the camera on 554 and the port is open so it can't be networking.
It is like there is a hidden account for the RTSP stream
i have reached out to hikvision to see what they say about this.
out of curoisity are you using a hikvision dvr/ software or just the cameras?
I'm also using their NVR for various reasons, but my day to day is frigate
so i saw that there is a setting you can turn off in the nvr about encryption. i am wondering if that is the difference
I don't know what setting that is
you can also maybe switch from digest auth to basic auth and see if that helps
i already had RTSP and web auth set to digest/basic
