You'll want to look up how to add voices to Piper. Where to get them, and how to add them I don't know, but I know it can be done.

You can't alter the voice for a single response, but you could stream some media using HA services. Of course, you could use a custom TTS voice as @white plover suggested, but i doubt you will find a model in the required format.
