Can you provide the following information?

Zigbee model
Firmware image type the controller requests
Current firmware file version
Firmware file version of update

There might be an intermediary update that's not added to the zigbee-ota repo for this device. The information should be in some logs/MQTT messages IIRC.

I don't know where to find the answers to 2-4. I can tell you that all the devices are reporting 1.104.2 as their current firmware version
