Anyone run into a situation Alexa voice commands for exposed fan entities control the whole device rather than just the exposed entity?

I have several dumb fans with integrated lights, RF-controlled by a Bond Bridge and integrated into HA. For some of the fans I have both the fan control and the light power control exposed to Alexa, and everything works fine. I can control the fan and the lights independently via voice commands. For others I only have the fan exposed to Alexa but not the lights, because I have zigbee smart bulbs in the sockets so I want them to always be on. The bulbs are exposed to Alexa separately. In this situation where only the fan is exposed, when I ask Alexa to turn the fan off it turns off both the fan and the integrated light sockets instead of just the fan.
