Check the z-wave configuration, "Temperature Unit" [5-112-0-7] is set to "Fahrenheit" ?

I have this thermostat and it works fine for me in F.

Mine looks slightly different [44-112-0-7] Temperature Unit [1] Fahrenheit (Default) but is set to Fahrenheit
