I have a mac mini 2018 running Virtualbox, hosting HAOS.

#

Seeing these logs, this would indicate a bad dongle, correct?

Probably, or virtual box. We know other vm products (like esx) are woeful at Bluetooth passthrough

#

I believe someone here found it more reliable to install a dedicated pci-e card with usb on it, and then pass the whole card in, rather than passing through a single usb port.

If you look at the Bluetooth documentation on the HA side it has a list of dongles that were tested and work well.
