Why are you looking for a switch?
What makes you think one exists for local only?
I'd said:

Whatever you're using, apparently the official app, uses the cloud, 100% of the time

yes the official app, but without a cloud account

that's why i was not expecting it to work outside the house
You don't need a cloud account for cloud messages to work

I suspect you'll need to set up a local Apprise server, and pick one of the platforms it supports that's entirely local

Or set up one of the encrypted cloud platforms, like Signal

The docs aren't 100% obvious, but they do mention that they use Apple's Push Notification Service or Google's Firebase Cloud Messaging
yeah, it is just when your hosting something on your own it is normally clear that's not reachable from outside as long as you not set it up in your router
True, but it's not that HA is reachable, it's that HA sends messages to the cloud platform your phone uses
so I was surprised to get this message from behind my firewall 🤷♂️
