Be aware of link local addresses and assigned addreses. You may have DHCPv6 active in your network but matter devices could not perse use that and device to only use their locally assigned address and they do neighbour discovery to detect the presence of other devices, as far as I'm aware anyway. @tired sundial probably knows this better than me.

Where did you ping the address from ? From your pc ?
If the device becomes unavailable in HA, it would be great of you could try this ping from within the Matter container
