Question. I don’t need both connman and dhcpcd running correct. I feel like connman is the problem.

so i am close. adding NetworkInterfaceBlacklist = veth to the connman main.conf allowed me to reboot the router with out losing the interface but it also shutdown my docker network

so, NetworkInterfaceBlacklist = vmnet,vboxnet,virbr,ifb,docker,veth,eth,wlan seemed to fix it

Never used connman, why did you install it?
