Also, even with dynamic, as long as it doesn't go offline longer than the assignment duration, it won't lose the existing assignment. Usually default timeouts are like 4 or 8 hours, so if you keep it connected it should sustain the same ip

So you typically set an iprange for dhcp - example, 192.168.1.0/24 (as a subnet), alternatively written as 192.168.1.1 through 192.168.1.254 (as a range).
Then, you either exclude values for static assignment (like 192.168.1.2 through 192.168.1.10) and assign static devices to that internal pool.
Since you have the range setup, you still need to actually assign the Mac manually. Here is what your manual says:
Select ADVANCED>Setup>LAN Setup. The LAN Setup page displays.
5. In the Address Reservation section, click the Add button. The Address Reservation page displays.
6. In the IP Address field, type the IP address to assign to the computer or server. Choose an IP address from the router’s LAN subnet, such as 192.168.1.x.
7. Typethe MACaddressof the computer or server.
