I'm in the U.S.
I don't know what protocol it is running. It is the Home Assistant OS, running on a pi4.
My budget is reasonable. $10-$15 per switch/plug. Does that seem reasonable? Not a big concern, as I can just add devices as I can afford them. I would rather start off with the correct ones, than get a ways down the rabbit hole, and have to switch them all out later. I would also like to monitor energy used by my devices plugged in to smart plugs.

Generally I'd recommend Zigbee over WiFi (or Bluetooth)

Z-Wave is also good, but it costs more than Zigbee
