I've tried this multiple times since receiving the SkyConnect dongle back in February, I originally thought this was a HA bug that would get resolved, but I'm now on latest versions (HA 2023.4.6 / HAOS 10.0 on a RPi 3B+) and still seeing that same issue

You shouldn't be asked to set up flow control, because this is all auto-detected. If it's not, it means there's a communication error with your SkyConnect. Have you ever tried running multi-PAN? If so, you will need to re-install normal Zigbee firmware to use the SkyConnect with ZHA normally.
