I did have a working version of HACS, but I rebuilt my HAOS VM and when I tried to install it again, following the instructions to the letter, the Integration in the UI says 'Failed to setup'. The logs say "Could not read /config/.storage/hacs.repositories" and Could not parse JSON content: /config/.storage/hacs.repositories. Any ideas?

No it just fails when I try to add it

Recommended to restore that file from a backup if you've got it.... otherwise you can remove it, but that'll make HACS forget everything
Would probably be interesting to see what's in that file if it's really brand new
